The pastor of the Ocoa Parish Community, Fr. Lou

Quinn, collaborated with Jack in finding ways to

help the people. Jack firmly believed that “We in the

United States must respond. We have so much and

they have so little.” Like St. Vincent de Paul, he realized that it would be difficult for people to embrace the Gospel message on an empty stomach.

Thanks to Jack's resources and Fr. Lou's knowledge

of the Community, things began to take shape. With

engineers, Jack set up a plan to bring water from the

mountain to the villages through a system of aqueducts and pipes.
